City of Worland

Donnell & Allred, Inc. has been acting as the City Engineer for Worland as far back as 1932. Except for a short period of time when the City had a full-time engineer on staff in the early 1980's, all municipal engineering has been performed by Donnell & Allred. Mike Donnell has been performing this function since the mid-1990's; his father Jack Donnell was City Engineer dating back to 1958, and his grandfather George Donnell was on board beginning in 1932.

This arrangement has worked very well for Worland, as it effectively provides the City the equivalent of a staff of several engineers, surveyors, draftsmen and technical people whenever needed at about the cost of a single full time engineer with no support staff or equipment.

During this time Donnell & Allred has designed and supervised the construction of most of the water and sewer design and improvement projects, water and wastewater treatment, streets design and improvements, as well as writing and implementing the EPA Industrial Pretreatment Program, airport improvements and virtually everything else pertaining to infrastructure in and around Worland.

We work very closely with the Mayor, Public Works Department, Airport Manager, Community Development Director, City Attorney, Police Chief and City Hall staff to coordinate all activities involving engineering, surveying, planning, mapping and all other matters requiring technical assistance.


Town of Basin

In 1988 Donnell & Associates (now Donnell & Allred) entered into a similar agreement with the Town of Basin. One of our principals resides in Basin and attends all of their meetings as requested. The Town of Basin voted in a 1% sales tax increase shortly after the above agreement and dedicated all the money to rebuilding Basins streets. With the help of Donnell & Allred they have been able to obtain matching grant funds from the Wyoming Farm Loan Board (State Lands and Investments) to replace almost every street in town without any assessment districts being formed. This amounts to several million dollars of infrastructure improvements during this period of time. We are also working on a major raw water irrigation improvements design.

Like the City of Worland, Basin also employed a full time engineer prior to the current arrangement and have since found that Donnell & Allred is able to provide better professional services within a shorter time, and at a lower cost to the municipalities.
