Mr. Donnell has over 50 years experience in the design and construction of
successful civil engineering projects. He served as Washakie County
Engineer/Surveyor for 27 years; City Engineer for Worland for 29 years;
licensed as both a professional engineer and professional land surveyor since
1951. Typical projects he completed include Paving Districts No. 3, 4, 5
& 6 in Worland; Washakie-Wilson-23rd Street project for WYDOT; numerous
FAA projects at Worland Municipal Airport; potable water facilities for the
Girl Scouts National Center West and for Hot Springs State Park; South
Worland Water Users pump station, storage tank and distribution system; and
major portions of Worland artesian water system. He also designed most of
Worlands original wastewater treatment and sewer systems, much of which is
still in operation today. He secured grants and funding packages, working
closely with local, state and federal entities to make these projects happen.
He is also considered one of Wyoming's foremost water rights experts.

WORLAND PAVING DISTRICT NO. 3
Design and construction of Paving District No. 3 for all curb
& gutter, sidewalk, paving and drainage for the Cloud
Peak Addition, North Addition, Hampton Addition, Decker
Addition, Park Addition, Evans Addition and miscellaneous
streets in Worland. He later designed and supervised Paving
Districts No. 4, 5 and 6, paving most of Worland.

HOT SPRINGS COUNTY ROADS
Responsible for surveying and mapping of Hot Springs County
roads over a period of approximately six years.

HANOVER IRRIGATION DISTRICT REHABILITATION
Principal engineer for $1.2 million Hanover Irrigation
District Rehabilitation. This project involved the design of
15 new canal structures including bridges, side channel
wasteways, checks, inverted siphons, underpasses, canal
realignment and lining, plus structural rehabilitation of
numerous reinforced concrete and timber structures. The
construction was all accomplished over the winter on an
accelerated schedule involving simultaneous construction at
multiple locations.

DRESSER MINERALS BRIDGE
Design and construction of heavy haul roads for Dresser
Minerals and 300-foot bridge to bentonite plant over the Big
Horn River.

WASHAKIE AVE-WILSON DR-23RD STREET RECONSTRUCTION
Design engineer for Washakie Avenue-Wilson Drive-23rd Street
urban systems project in Worland. This project corrected a
vertical crest sight distance deficiency on Washakie Avenue,
realigned two intersections allowing for future extension of
23rd Street north, and included a two-tier
Keystone retaining wall and complete storm sewer design, as
well as piping and rerouting several drains in the area.
